Spray the baking dish liberally with cooking spray and use a paper towel to evenly distribute it to all the corners and to clean up any excess.
In a small bowl, mix together one of the blue jello mixes with 1 teaspoon (half a packet) of gelatin and add 1 cup of boiling water. Whisk together and pour the mixture into the bottom of the baking dish. Place in the fridge immediately to set. It will take about 20 minutes to fully set.
While the blue layer is setting, start working on the white layer. Pour the sweetened condensed milk into a medium mixing bowl. Add 4 teaspoons (2 packets) of gelatin and add two cups of boiling water. Whisk together until fully mixed. Leave on the counter and allow to cool to room temperature. It MUST be cooled before using.
Once the condensed milk is cooled, pour 1/3 of the mixture over the set blue layer. Set aside the remaining two-thirds. Place back in the fridge to set. The condensed milk layer does not take as long as the jello layer. This layer should set in approximately 10 minutes.
While the white layer is setting, immediately start the red layer so that it has time to cool. In a small bowl, mix 1 box of red jello with 1 teaspoon of gelatin. Add 1 cup of boiling water and whisk together until fully dissolved. Allow to cool to room temperature.
Once the red gelatin mixture is cooled, pour the layer over the set condensed layer. Place back in the fridge and allow to set. It will take approximately 15 mins to set.
Once the red layer is set, pour another 1/3 of the white condensed milk layer over top. If you find that the condensed layer is starting to set while you are waiting, just place it in a large bowl with hot water in it. The heat will melt the condensed milk and allow you to whisk it smooth again. Place in the fridge to set, about 10 minutes.
Repeat step 2 with the blue jello, ensuring that the jello is completely cool before layering. Continue going back and forth between jello and condensed milk layers until complete, ending with the last layer of red jello. As you add more layers, the layers will set quicker than the last with the last red layer setting in about 7-10 minutes.
Once all the layers are set, use a star cookie cutter to cut out a star shape. I used decorative toothpicks to ensure that all the layers stay together.
Store in the fridge until you are ready to serve.

Tips:
Only the first blue layer can go into the baking dish warm. Each additional layer must be cooled completely before adding. If you don’t, the warm layer will melt the previous layer and the colors will mix together.
It is vital that each layer is completely set before adding the next.
