Preheat the oven to 375*. Lightly spray a 9 inch deep dish pie pan with nonstick spray. Set it aside.
Using a 4 - 5 quart saucepan over medium-high heat, cook the ground beef, diced onion and fresh minced garlic, for 4 - 5 minutes stirring often, until the ground beef is no longer pink. Remove from the heat.
Add the sloppy joe sauce and stir to completely combine.
Pour the sloppy joe mixture into the prepared baking dish.
Sprinkle the 2 cups of shredded cheese on top of the sloppy joe mixture.
Add the bisquick mix, onion powder, kosher salt and cracked black pepper to a medium size mixing bowl, whisk to combine.
Stir in the whole milk, beaten egg and 1 ½ cups of the shredded cheese.
Evenly spread the bisquick mixture over the shredded cheese layer. Bake for 40 minutes, or until the topping is golden. Serve while hot.

You can use a single 10 inch cast iron skillet to both cook the ground beef mixture in and bake the pie in.
You can also bake this dish in a 9x9 -or- 8x8 baking dish.
